History

East River Family Strengthening Collaborative (East River) was established in 1996 and is one of seven neighborhood based collaboratives in the District of Columbia participating in the Healthy Families Thriving Communities Collaborative Council. This program, spearheaded by the DC Child and Family Services Agency, received its planning grant in April 1996 and its implementation grant in August 1997.

East River is also an expansion of the Child Welfare Working Group of the Rebuilding Communities Initiative (RCI) spearheaded by Marshall Heights Community Development Organization. RCI embodies a system reform agenda for which the central goal is the improved and sustained well being of children and families.

East River includes a broad array of community organizations, governmental entities, service providers and residents, all of whom bring their expertise and commitment to this effort. East River has formalized agreements with a number of service providers in Ward 7 and throughout the city. They represent private landlords, public housing, mental health, health, cultural arts, social services and various other organizations and associations.
